Access to secure facilities isn’t as simple as a coin toss. Site managers know how many variables there are to consider. Ultimately, it takes a building access policy that all building stakeholders agree to that limits who can and cannot access the facility. Conversely, with a policy in place, contractors and service providers can prepare their workers and set them up for success.
Certified Contractors works to bridge the gap between building access policies and the potential risks contracted workers introduce by providing standardized screening levels that outline clear expectations, streamline compliance, and ensure both parties are aligned on safety and accountability.
No matter which side your organization is on, we’re here to help you understand what could be needed to complete your project as quickly and safely as possible. Let’s dive deep into why there are distinct levels, what each entail, and how they benefit you.
Certified Contractors has three distinct levels that participating sites can select for their access requirement. Contractors and others that require access to the participating sites are certified when they complete and meet the background check requirements of the assigned level. You might notice that all screening levels have the same background checks. The difference between levels really boils down to the scope of those background checks.
Starting with Level One, each level builds on the previous by adding more robust screening features and extending the time frame of searches. Level One starts with a criminal history search for misdemeanors within the past year and felonies within the past seven years, ensuring basic compliance through annual screening.
Level Two expands the scope with broader searches across all name and location combinations, extending misdemeanor checks to five years while retaining a seven-year window for felonies.
Level Three adds continuous criminal monitoring, medical exclusions list searches, and digital badges to the list of comprehensive checks provided.
Finally, either as a standalone level or as an addition to another (+/Plus), a 10-panel Drug Test offers a SAMHSA-certified laboratory test reviewed by a Medical Review Officer, if applicable.

Certified Contractors uses a tiered certification system to address the varying needs of secure sites across industries. Different environments require different levels of oversight—even within a single worksite—so what works for one area may not be sufficient for another, more high-security area. Multiple certification levels allow for flexibility, letting sites choose a level that aligns with their compliance requirements and risk tolerance.
Making an Informed Decision
Selecting the right certification level depends on your project’s specific needs and the risks involved. For facilities looking for basic coverage, Level One, One Plus, or Drug Test only offer a solid foundation suitable for many sites. If broader checks are required or your location includes sensitive environments or protected groups, Level Two or Two Plus might be more appropriate.
For industries with higher security demands or ongoing compliance requirements, Level Three or Three Plus is a more comprehensive choice.
To determine the best fit for your facility, consider factors such as the level of risk and the scope of the project. High-security areas or roles requiring regular interaction with vulnerable populations may warrant higher-level certifications, while general contracting or short-term projects may only need the essentials.
